The "Measures Package for Large-Scale Solar Power Generation Projects (Mega Solar)" compiled by the Japanese government in December 2025 includes a policy to review the scale of projects subject to environmental impact assessments (EIA). In response to this, the Ministry of the Environment and the Ministry of Economy, Trade and Industry have established a new "Study Group on Environmental Impact Assessments for Solar Power Generation Projects, etc." and have begun considering the design of a new system for EIA.

Solar power generation is expected to account for 23-29% of electricity in the 2040 total energy in Japan. To ensure its smooth introduction and expansion, it is necessary to promote desirable projects that seek harmonious coexistence with local communities, while taking strict measures against inappropriate projects.

To this end, the "Measures Package for Mega Solar" compiled by the Council of Ministers on Mega Solar in December 2025 calls for a review of the scale subject to environmental impact assessments (EIAs) and strengthening their effectiveness.

The Ministry of the Environment and the Ministry of Economy, Trade and Industry have established a new "Study Group on Environmental Impact Assessments of Solar Power Generation Projects, etc." and have begun deliberations on revising the size requirements and screening criteria for regulating solar and wind power generation.
